We have here two forces: gravitation and friction forces. As we know friction force has a direction always against the motion, so when ring a washer goes down on the threaded road, on one part of washer works this two forces. But as its radius is bigger then threaded road's, second part of washer goes down freely(on that part does not work friction force) until it won't friction force. then because of it third part of washer goes down freely, then next part to then it won't be on bottom of threaded road.(; )) p.s.
