Yo, I think you manually forced the game to spawn the roadblock at 8:17. The AI *NEVER* puts a roadblock in the exact same place as another one unless the first one has despawned.
The game meant to spawn a roadblock for one of the other racers the cops were chasing. The game tends to have a radius range to spawn a roadblock for a specific racer they were chasing
