I am wondering where I can download the "count overlapping feature" tool? I didn't see it in my arcgis pro.

Hi there! This tool is available with a Basic license or higher, so you should see it when you search for "Count Overlapping Features" in the Geoprocessing tool search. You can also find it in the toolbox: Analysis Tools > Overlay > "Count Overlapping Features" - hope that helps!
