When Makar signs his contract the cap is with a high possibility above 100 million. 12,6+14+15(Makar)=41,6 you still have round about 60 million for the other 20 players. You don't have to pay them league minimum if you pay everyone of the remaining players the same everybody can still earn 3 million. I have the feeling the avs are not willing to spend to the cap and that is the problem so they have only 90 million to work with and then everything is way closer. But with a over 100 million cap at the time when Makar signs his contract I don't see a problem with having 3 world class players at above 12,6 cap hit.
In the 100 million cap era, a quality player will cost between $7 and $9 million. A $3 million player will be a near bottom of the barrel proposition. That means you'll continue to play your 3 stars 23 minutes a game (like you do now) because you have no depth. By then 2 of those stars (Mikko) are going to be over 30 years of age and won't do as well as they do now. As you see, it's not a good long term model.

But that 3rd pick is going to be 65th or 66th overall, so compared to a Colorado's 2nd or Carolina's 2nd, that might be between 58th to 64th.
