Does wearable arcana particular items gives effects too or not ?

Now, the Arcana becomes two different items. One gives you the Arcana effect, and the other does not.
For example, in this update, your Juggernaut Arcana becomes two parts: the mask and the base. The mask becomes a cosmetic item without the Arcana effect. The "Base" item with the Arcana image is the item with the full Arcana effect. So, if you buy the "Arcana mask" from the market and equip it to your Juggernaut, only the head style will change, and you will not get the Arcana effect. If you want the "Juggernaut Arcana" effect, you have to buy the "Base" Arcana slot for your Juggernaut.
The same method applies to Pudge as well. Pudge's Arcana becomes two parts: the Back and the Base. Now, the "Back" slot gives your Pudge a chain design but not the Arcana effect. You need to buy the "Base" Arcana slot and equip it to your Pudge to get the Arcana effect.
Valve is making this update for people who own a lot of expensive items in their account to showcase.

It is good for those who own several cosmetic items for their heroes, Pudge and Juggernaut.
For example, if someone owned both the Juggernaut Arcana and an expensive head slot item like the "Provocation of Ruin Mask" (Immortal bundle), they could not equip that Immortal head over the Arcana before this update. Now, with this update, they can equip both the Juggernaut Arcana and the "Provocation of Ruin Mask" together, allowing them to showcase both items simultaneously.
This update is especially relevant for the Crownfall ACT III Collector's Cache Pudge ultra-rare item. The big eye on his belly is bound to the "back slot." Pudge's Arcana was also bound to the "back slot" before the update. Now, Pudge's Arcana is equipable on the "base slot," allowing you to equip the "belly eye" on the "back slot" freely. You can equip both the Arcana and the eye together on your Pudge. The same method goes to Juggernaut too.
