The product of two matrices will be defined if the number of columns in the first matrix is equal to the number of rows in the second matrix. If the product is defined, the resulting matrix will have the same number of rows as the first matrix and the same number of columns as the second matrix.

Why only columns should come first and then rows in compatibility why not the same rule is applied in number of elements, orders and position of elements?

This is might be wrong, your A is 1X3 matrix ,and B is 2X1 matrix, it would be possible if A is 3X1 matrix and B is 1X2 matrix. Always number of first matrix columns should be equal to the number of the second matrix rows as you statement says. so, you got confused or I got confused:)
