Child services can always use suitcases especially filled with clothing and toys for children in need. Sometimes in the foster care system this is all a child gets to take with them.

Incredible finds! You could donate some of the costumes to a children's hospital (if the sizes are appropriate) and they can give them to children that are hospitalized next Halloween. If they're adult sizes, try a senior center or retirement/nursing home for their little party. 🎉
