I think you're just over thinking about this problem honestly. If offices themselves don't know the answer, then there's no actual law about TH-cam. Just change previous channels mail and bill information on your brother's name of you're still worried. and you're good👍

I don't think you need to change channel if u can change just the billing info and stop using your bank card. Like making new channel won't erase your banks history. So maybe keep using it and hope for the best

I absolutely dont see why you cant make money from a side hustle unless it is implicitly detailed in your county or public policy. I think you should consult a labor lawyer in your jurisdiction. Although you will have to pay out of pocket, your peace of mind is worth it. You should be able to make money from your hobby and not have to compromise what you've worked so hard for unless it's in your contract
