Yes. They can get admission without DASA. Also there is CIWG scheme inside DASA where NRI students can get admission for the same fees as indian students
You can't compare CET with IITs. College infrastructure, facilities, teachers quality, culture, placement opportunities - everything is at different levels. CET is sadly good only in terms of students quality, Kerala govt is not spending enough or managing it well.
You can do MCA in some nits You need to write nimcet entrance for that. Or after MCA I think you can try to get mtech/ ms in computer science in iits and nits through gate entrance.
