To be fair to Uraraka's simple outfit, she grew up in relative poverty compared to quite a few of her classmates, to the point where she's in it for the money because she wants to support her family.
I get that too. But... we did feature a picture of an actual homeless person from Japan in the video, so idk if that's an excuse anymore.
Fun fact: kaminari have plain taste in style in the episode where everyone was showing off their rooms everyone rooms show off their personalities like kirishima having gym equipment or Fumikage room bring emo while kaminari just brought random stuff a home to decorate his room.

Honestly, early civilian outfits by Horikoshi were even more boring and plain than I remembered. He improved as he went on, but the side effect is, 1A has terrible civilian drip compared 1B and pro heroes, since unlike with the hero customs (like the evolution of Midoriy's hero outfit), there was never a opportunity to revamp their civilian outfits.

While the 1-A Civilian drip is a bit iffy in some cases, their drip OUTSIDE of it in some Horikoshi artwork is like FIRE AF.
