I don't know but I'd assume the idea isn't drive around with these, but leave them somewhere mostly hidden. That's what real tanks do most of the time too.

No reason the car can't be remotely controlled.
Actually it needn't be a complete car just a drive train and chassis with a cage to hold up the balloon.

I think the WW2 ones might have actually been made to be able to fool spies scouting military bases and positions at a close distance. those things look like they might be able to fool somebody just 50 meters away. from a plane, they would look convincing at any angle and any distance. the new ones look like you'd need to be more like 250 meters away. the fact that they didn't even bother to make the flat suefaces flat by reinforcement is pretty pathetic. I know that the americans definitely have satellites good enough to spot those as fakes just from vidible light pictures, and probably the russians do, too. I would expect russian reconnaiscance planes to be similarly capable.

A paintball battle, using biodegradable paint, between remote-controlled inflatable tanks powered only by batteries once the starting pistol went off. I'd pay money to watch that. (Wouldn't want to be on the endless meetings to create the rules.)

A country can enter another country to fight a war, and this country cannot go to war on the territory of the country that invades him, and the United States cannot provide such long-range weapons. Is the invaded country only beaten on their own land?

So these “armored” vehicles needs to be placed in tracks left by real tracked vehicles.

Some write-ups in past have mentioned of half scale decoys. I don't know how effective they could be, but if you think about it, placing them in an open field, one wouldn't be able to to tell if they are half scale or not.

i had a thought about the use of high watt lazer pointers/lazer pens.
if there are 1000 cheap lazer pointers in a city, randomly targeting enemy helicopters (just for 5 seconds each) then missile alert sensors become useless. when the real missile is launched there is no distinct warning.
