Claire's finger movement mimicked a spider's legs, suggesting that Claire is the Spider and Zoe is the Fly. If Frank hadn't killed Zoe, Claire would've gotten round to her eventually. You can believe that! She was doomed from the moment she turned up at the Underwood's doorstep. Claire was right to call her naive for never realizing that.

Zoe was ambitious and willing to take risks but she was very naive, even in her last scene the way she talked to Frank, she didn’t know him at all
Everything suggests Claire isn't doing this for the first time and has had to put more than one AmBiTiOuS jOuRnAlIsT in their place
