2's complement is done if the no is negative (-ve no is when the msb is 1) , but in case of 0111 the msb is 0 so there is no need to do 2's complement of 0111.Therefore it will remain 7.
there is no such concept as underflow in 2's complement addition , example 1st and 5th both are examples of overflow because result can not be represented using 4 bits

In 2s complement, in order to get a decimal number from binary, you check MSB bit as it is 1 so final answer is -ve, then invert all the bits i.e 1000 becomes 0111 then add 1 => 0111 + 1= 1000 . Now read this numbers as unsigned number to get magnitude => 1000 now is 8 . So final answer is -8

Dude, 0111 is a positive number as it has 0 as most significant bit, so there is no need to complement the digits to get the 2's compliment value

In 2's complement format, MSB has negative weight, so in this example, -1*2^3=-8. Simple as that.
