Have you checked the depth of the ocean, it is not deep everywhere so you have to swim until the depth has the specified value. Also, I've not tried but I think that you can use your Terrain Manipulator to make the ocean deeper than it is.
I don't remember the exact coordinates but I located a big ocean on this planet from space, so I flew over it until I found a small terrain to land. After that, I had to check the depth of the ocean by swimming then I found this perfect place to complete the milestone.
