It restores your max hp. If you are at the same max hp as normal hp, in the case of entering youre at 1/1 thats considered full life and the critical hp ring wont work

how does he get bombs if they are not on the ground
There are 3 bomb codes in the full manual. You can get one of each type of bomb per file by inputing these codes.
