It's possible. 10-13 years is a long time. However DANIPS,DANICS officers can only be elevated to certain ranks not beyond that. Some of them do get promoted to IPS/IAS though, but most of them retire at the rank of DIG/Deputy or Divisional Commissioner. Bcz. Govt of India has AGMUT cadre for IAS,IPS they serve in Delhi and other union territories.
