I played Rafax 2-3 days ago and got the exact opposite experience out of it, Luong was super easy and then Iori was the real final boss on his lineup

Simple fix; make ant air cause opponent to be in a juggle state. Anti airing is a guess and not a reaction already. Defender should be rewarded for properly anti airing, thus neutral becomes viable.
