I wonder why hades isn’t apart of this council.
In case that comment wasn't a joke, Hades is banned from Olympus. They do not want him there although he can join during summer solstice.

He was only allowed to go in the WINTER SOLSTICE! Why he isn’t in this council, I don’t know. The reason Hades is only allowed at the Winter Solstice is because it is the darkest time of the year.
