For Soul, is it a .3% chance to replace a card in a spectral or arcana pack, or .3% chance to replace a tarot or espectral card in a booster pack? They sound similar, but if it is the later, it would technically mean BH has a .3% chance to replace a spectral card from omen globe in an arcana pack (although I doubt it) Just some shower thoughts...
