It’s free but highly competitive, you may need first class or 2nd upper in order to get admission. 7,25 in its equivalent is first class in most Africa countries. You also need a good Statement of Purpose in order for your application to be considered.
Please no need, you have a B.Sc, you should be going for masters. You can go to Germany, Canada or US, some schools in US accept HND for masters. Good luck.
