I haven't seen Chicken Run, but I suspect it is Fowler you are talking about. If so, the reason he sounds like him is that Benjamin Whitrow is a well-known actor and was the voice of Fowler.

Unfortunately this clip alone is not really funny at all, if you aren't aware that the same guy got up 2 more times over the course of an episode claiming that the sketches were his.
