I feel like a HL2 RP that was designed tightly enough wouldn't even need admin intervention and "roleplay rules" and whatnot. Combine are supposed to essentially do whatever they want, and resistance is supposed to do as dirty of tricks as they possibly can to try and win against the overwhelming advantage that is combine. Honestly the only group that would need to *strictly* follow a set of rules would be the civil protection, as part of their actual job is *announcing literally everything they do* to overwatch command
You wouldn't need Roleplay rules, but you'd need gameplay rules, such as not killing and arresting for no reason, unless you're in the wrong place at the wrong time. Civil protection abuses people all the time, but they also need a reason to abuse, such as refusal to pick up a can. Those are actual lore combine rules. There's also abuse of power among combine ranks, betrayal, and all that crap, that requires rules. When it comes to citizens, it's very true that you don't need roleplay rules, if you don't behave, you get punished, it's simple, it's the same for CPs trying to break character. A citizen harassing everyone, behaving like a lunatic and trying to go out of character will just be treated and referred to as "Mentally unfit" code 10-103. There's nothing one can do to break roleplay. You also need penalties that actually make people not want to break rules.
There is a reason why roleplay have rules, every game, even MMOs and roleplay guilds have such. It is because of community cohesion. I understand what you mean but it is to weed out people who don't fit or contribute.
Well since everyone is necro posting, might as well tag in, have you tried Synapse ? Its exactly that only with minimal rules such as no RDM, stay in character with VC and main chat (use /looc to talk ooc) and only a couple other things. Really the only real "rp rules" are- if your a zombie you *have* to attack people, if you want to start a fight you have to initiate a proper encounter with someone, and often if you just want their loot. You try to mug first and give them a reasonable amount of time to react and follow your demands before you kill them unless they try running or fighting back. (So you can't just walk up to a guy, say gimmie yo shit repeatedly for 5 seconds and then start swinging.) And like i stated eariler, no RDMing, or breaking character, or breaking NRL, everything else is fair game, no forced fear rp, or anything. Everything else is handled in character. Oh and none of that "Do trainings and join groups" for cps, its easy to join as a probation cop, you can offically join the ranks after you get your points by doing stuff and showing your competence, and boom, your a full fledged cp.
Had to rewatch a few times and realized the Leader of the sweep is incompetent, he failed to make use of his units properly, such as having the guy with the shotgun go infront of the group. He also didn't follow breaching protocols and blindly charged into rooms and could've gotten killed, the Leader should never be the first person to breach that responsibility is on you as the Breacher, but he failed to communicate that with his Team and you. Then 19:28 happens, I was extremely disappointed how he could've protect your back as you pushed forward, instead this idiot starts charging ahead of you which doesnt make any sense since another squadmate already cleared the area ahead of you, but because he didn't have your back you got incapacitated by an enemy from behind. But people learn from mistakes, hopefully he learned from this and does better next time. Overall it was ok, you did the best you could in the given circumstances, keep making videos.
Depends, sometimes you can have servers that have bad OTA, or some servers with good OTA, it just depends on the quality control of the players that enter the faction.

Different servers have different ranking systems and different deployment rules compared to that of other servers, some of not most HL2RP servers allow the deployment of elites and some don’t

Roblox is not silly, people make it silly. We have all the resources to make amazing games. For example, there are garbage broken games such as "Project Realism" and very well made games such as "City-8 Roleplay" though the roleplay is nonexistent in this one.

To play you basically just have to understand how to properly interact with others using the servers commands, understand the rules and avoid breaking them, and basically just play the game that would properly fit in with the lore and with your characters perspective.
Unprofessional leader tbh if we want to be genuine. Often puts emotions in his speeches and mistake some terminologies. Mught be a good guy ooc but he should watch a couple of hl2 videos of combine talking

The server does use an OOC application method to join white lists, the server is usually active at around 15:00 EST aka 3:00 PM EST, 12:00 PM PST.
