Octavian didn’t have money to pay rent for his apartment that Mater Dei gave him, so he finds a drug dealer that he gave his money to, he says he doesn’t have it so he calls “fruit stand guy” and organizes a hit on him, when it’s done the two police officers investigate it and he be if the detectives thinks that it resembles a previous hit because of where the bullets were placed, so they go talk to fruit stand guy and ask him about what he saw for the previous incident because he was a witness, however fruit stand guy was the person who did both shootings so when he sees that cops are on the previous hit and the recent hit, he decides that it’s time to kill them as well which he does and that’s really how it ties to the story
