During laning phase Nasus has to commit a lot more in order to stack his Q and usually get punished for using the spell he maxes on minions while Veigar can stack at a decently safe distance. Plus Veigar stacking affects all his spells and works when you hit someone with your abilities. Thats pretty much why :)

However if it is a normal build route than more than likely this will be the build path for a Nasus because you have to remember that Veigar alone is more than enough AP for one team because he can stack his AP further than the other AP champs. So there wouldn’t be a AP top laner it would be a AD top laner or a tank which more than likely Nasus would be building Armor to stop that. NOW for those who say “he would just flash over the E” Veigar could buy twin shadows and has a flash of his own so the slow and Q wouldn’t matter. Then you have to remember that Veigar has Archangel staff to help mitigate Nasus’s dmg just like Nasus would have Steraks or QSS. Recommend tailoring the builds a lot more towards the actual 1v1, rather than the current builds, because Nasus' was questionable

Veigar gains 1 AP, which means extra damage on his entire kit
Nasus gains extra damage on his Q and his Q only
Veigar builds Rabadon, which means his AP is multiplied by 1.4
Nasus builds tank, which means his Q hurts, but is no IK
And to balance this out....
Veigar gains 1 stack from everything
Nasus gains a minimum of 3 stacks per Q
Nasus is a tank champion who gains damage over time
Veigar is a damage champion who gains damage over time
it's just that simple
