I think in UK they should simply have a T20Is series between England & Scotland, let the winner have majority of their players in Great Britain team & losing team can have some. Also in ICC records the Great Britain matches should be included in the winning team's records whether England or Scotland.
For West Indies, they should let the winner of their Domestic T20 tournament to qualify for the Olympics & include those matches in ICC records for the West Indies.
This way those matches involving Great Britain & Caribbean Nations can be recorded as official T20Is in ICC records.
