Are you sure that steel isn't hardened at all by thermal processing? The composition looks very much like it is a precipitation hardening austenitic stainless steel? The working hardening of those steels has never been shown to happen under the very low abrasive forces of hand sharpening. The kind of work hardening seen in austenite generally requires much higher contact energies hence why it is seen in drilling for example but not hand sanding.
