The Quran is entirely clear in saying that in it are verses that are basic and fundamental with established meaning which forms the foundation of the Book and also verses that are allegorical, which only Allah knows its true meaning.

There isn't a contradiction. If you actually read the tafsirs and other translations, then you would know this. The first two verses you mentioned aren't referring to every single thing in the Quran as being clear, detailed and easy to understand. They are saying that "the Truth" (i.e. core aspects and foundations of Islam) are explained clearly within the Quran. Verse 3.7 just explains that are two types of verses.

Quran 3:7 says that the foundation of the book are verses that are PRECISE/LITERAL...then there are ALLEGORICAL verses that people take to be PRECISE/LITERAL
Perfect example is when ALLAH talks about "Established on his Throne." That is ALLEGORICAL. People like the SUNNIS take that ALLEGORY and change it to be LITERAL...they believe that ALLAH LITERALLY is SITTING on a THRONE somewhere. This is what Quran 3:7 is talking about amongst other things.

It's unhelpful to assume God has to be logical to a human mind. This is an assumption it's not necessary for that to be the case. Could be but no necessary if you grant all the premises

In 12:111 the context at the beginning is the story in the quran
In 3 : 7 the context is verses in the quran
With positive interpretation, maybe it can be like this
- The quran explaining all things in human world (well the context of 12 : 111, is the story within the quran)
- not all in the quran can be explained by human (because certain things in the quran is literally not about human world - like alif lam mim or yaasiin - the context of 3:7 is verses in the quran )
Maybe its like syllogism
- all birds are animal
- not all animals are bird

I think you must see the whole verse, dont cut it
If you cut it, you must be fair
- this book explain all things for human
- in your translation, 3:7 said "elusive", it means difficult to understand. This book explain it, "you know, there is some verses in me that you will not easily understand". So the book explain it to the reader, even warn that the reader will not understand it. If you see in the beginning of chapter 3, there's alif laam mim. Literally it means alif laam mim (im not talking about the tafseer or the interpretation, just literal alif laam mim). It can be translated. But for the interpretation, this book explain it to you in verse 7, some verses elusive (not easy for you to understand). For full understanding, only Allah knows best (it is still 3:7 translation)
See the whole verse, dont cut it, be fair and sincere
