Saving one hostage by getting the other killed in no one was a "good play" even with no context this should not have been considered a good play the cop literally got a hostage killed because they wanted to be a hero and save one and let the other die.
There wasn't another hostage that was a bluff so the cops had to commit to the breech. They where trying to camp, so K said to kill the other hostage and the rest of the crew knowing what was up acted accordingly.

Dead hostage is one, and refusing to negotiate is another. You can hear the cops talking from k's perspective they mention a couple times that they didn't think he had a hostage and that they where just gonna sit there. Kinda seemed like they got an order that if they didn't want to talk about showing the other hostage they had to go in. If i had to guess its why tinker got bumped from "negotiations", and the one legged cop had to make that final decision.

Considering CG smoked all the officers without losing one person when it came down to it, yeah, the officers made a big mistake. It wasn't really totally bad RP because it makes sense for the cops to grab the hostage if they can, but for them to push in and not wait them out and demand they surrender, that was just bad officer safety. Their PD captain wouldn't want them to try to breach unnecessarily. I think what should've happened is that the cops should've been able to call the SWAT, geared up with CS Gas grenades and SMG's.

On Prodigy, their approach is to know that 'Losing' is the default, not always winning isn't a bad thing, it's more about the RP. I think the default on NP is 'Winning', at ever higher cost. Crims and cops need to be able to have some faith in each other in these negotioations, acting in good faith to keep everything from escalating. The cop told Zolo they wouldn’t come inside due to safety and asked him to come outside as she couldn’t hear him speaking (scuff). Multiple times Zolo went outside to talk to her, as requested (negotiation RP is supposed to be done in these situations) on the 3rd time of talking she took advantage of the scuff and held Zolo up at gun point.
