Why is the end asalamalaycom warahmatullah rather than the longer version asalamalhcom warahmatullah wa barakathu like the other prayers? And why is there no ameen after the Al fatiha in the beginning? I keep adding those as mistakes as I'm used to the other prayers. What if I add them by mistake do I have to restart the prayer?
When it comes to Prayer of Repentance, there is no specific time when to pray. You can pray when ever, but before each prayer you need to do wudu then you can follow this video for guidance of how to pray. Believe in that Allah SWT will accept your repentance and believe in Allah, InshAllah may Allah SWT forgive all of our sins, Ameen. (i am no expert but it is what i have found)
The best time is in the last 3rd of the night, like in the hour before Fajr. That is the time when Allah descends to the lowest heaven to grant requests of forgiveness and other requests when we call out to seek Him. But also, you can pray Salatul Tawbah at any time except for the forbidden times of prayer: At the time of sunrise. the time of Zawal (when the sun is at its absolute zenith or midday). At the time of sunset. From the offering of Fajr Salah till sunrise. And from the offering of ’Asr Salah till sunset.

Don't pray salah tahbah it's a bidah (innovation) it's only is done when we need repentance for a specific Sina ND from the remorse of heart
