Or would the user have to have ALERT strobes with speakers? Can third party buttons be used to trigger a message such as a STI Stopper Station button?
Yes it can be used with out a alert strobe plate. Each voice evacuation equipped panel has a microphone so that you can make announcements over the speakers

The reason that yours only flashes once is because it is an addressable device. these addressable devices need to be on a simplex ES addressable panel. it can't be on an addressable panel like a 4008. it needs to be on an ES addressable.
