So it wasn't the last. The Permanent chat at the start, I definitely thought reading the cards initially that characters would trigger Sierra's ability as I'm used to the term permanent in the MTG sense which is any type of card that stays on the board.
Definitely means she's much weaker than I first thought but at the same time, as discussed, makes those discard from reserve abilities even more important as actual Permanents are a higher priority for this Axiom deck to succeed.

Sierra should have a better ability
Like 3 Permanent slots
Or Permanent cost one less. If you play a permanent you may pay one to create a brassbug

I love Sierra but the other two Axiom heroes are so much better, I agree a 3rd Permanent slot would have been sick for Sierra.
