Then AI then went genocidal, of course (makes for easy plot device), because the logical conclusion of Bill Rizer's wish to stop fighting and stop the world wars and the needless bloodshed and killings is to, as the AI put it, "end the need for soldiers". So it decided that if it vaporizes the planet then there won't be any more monkeys fighting in it, so there'll be no more need for Bill Rizer and no more stupid wars. Because AI is dumb and forgot that the purpose is to save human lives.
