He just did. In one instance black couldn't play knight to b3 because of queen to c2 attacking the knight on b3 and threatening mate in two in h7 square. The same threat goes to the other situations, that's why Fritz didn't play knight to b3.

when hirac played b4 fritz cud have played knight to b3 from c5 and hirac wud have been force to part rook or queen and this cud have change the scenario of the game.

What are your thoughts on watching computer v computer games Mato? Do they give us the same thrill/enjoyment/understanding as watching human games? Is it like watching 2 robots fight rather than a boxing match? If they are making moves beyond human understanding, what is the point? Or is the point to see the most perfect chess games ever played?
That would lose a piece because of Qc2, threatening a mate in 2 (with Qh7+ followed by Qh8#) and it's attacking the knight. The knight wouldn't have time to capture the rook.
19.Bb1 is a good move for white, I think 19...Rfd8 is the best reply for black. if 20.b4 d4 21.Ne2 d3 22.Ng3 Nb3 forking queen and rook. or 20 Qc2 Kf8. and the king is escape for possible mate.
