Here's my list of the canon,first it's Gaster,he just doesn't exist how could he fight,next up we have Toriel and Papyrus (I feel like they have similar power levels),then I would say Undyne,next is Sans (can be placed as the weakest he has 1 hp),then it's asgore, now we have characters that are undeniably stronger then most,first of these is Frisk,they have a human soul,next up is photoshop/omega Flowey,he has 6 human souls,then we have the strongest canon character, it's Asriel Dreemurr here's the explanation,he has 6 humans souls+all monster souls,you could say napstablook is technically the strongest since he can't die as long as he isn't corporeal.

Maybe late, but I'd say Toriel is Asgor level since they both are the same race, boss-monsters and, fun fact: after Toriel's death, her soul stays for a little while like Asgores that means we technically can just take her soul after the fight and we wouldn't have to kill Asgore to cross the barrier. Tori just made her ex husband fly with one fireball and although that's mostly made to be a joke, we see that she clearly holds back when she fights us, like the king, and doesn't want to hurt us and we know that human/monsters are stronger when they are bloodthirsty/determined enough (Undine, (sans? Idk, mostly Undine) or the opposite, their defence and attack decreases when they don't want to fight (yellow colour on their names) (info from waterfall wall signs)
