Okay so I thought of it for a while, and I realized why it looked wet. You said it had been approximately 20 minutes, and if you calculate the friction you get: sweat. If you have a powder and rub it for any longer than 10 minutes you'll start to build up sweat, and from my observations, the sweat from your fingertips traveled up your fingers, through the powder, and up to the surface. That's why it was wet and I know it's utterly disgusting, but it's science.
