To be able to brush the racket longer on the ball, first you have to take the racket back further and let the racket stay longer on the ball. With higher toss, you can't do much, because you'll have to pay more attention at how to calculate to move your racket to the ball on time, therefore you'll have less time to focus/react on brushing the ball. Nowadays, some people still use high toss services, but their opponents mostly don't have a hard time returning the balls.
