This is so weird. You are filming women through a window at their office of work. What are you doing? Of course they will feel threatened when a male is stalking and shoving a camera in their office windows!
Why have a window if you can't look through it. Maybe you should get over yourself and titlement.
All reflected photons are collected outside in public. Nobody can look through glass. What you can see is an illusion made by your brain in public.

But I don't understand why you leave before the cop does. Wouldn't it be more effective and truly drive home the point that you don't have to leave if you hung around for at least 5 minutes after the cop left? The appearance is that once the cop gets there, no matter what he's telling the occupants, that you wont "push" your luck.... jmho
