For driving without license or license expired you give a ticket. You don't arrest someone in this game for driving without license. You arrest if they are drunk, if the car it's stolen or if the person it's wanted
14:19 I would've reloaded if this was real life (Also would've called for backup but that is planned but not a feature) because if they reached for the gun and shot at you, you wouldn't be able to fire back .
Hold down your mouse control and slide to rotate the light. I can not quite remember the tackle control but you run behind them and click either 'E', your mouse buttons, 'Ctrl' or ''shift'.

You did break protocol, PPD protocol states that code two (only lights) is only authorized for non emergency calls for service, a traffic stop counts as an emergency call for service, you should have been code three as soon as you initiated the pursuit, (lights and sirens)
