Not sure about non-seasonal servers but in season server you buy the cooking utensil for 1000 silver from the Cooking NPC David Finto. Then you install this in your residence type house.

Do Finto's quest and basically all the cooking quests those are a big help with getting stuff. But you basically have to keep trying until you get it.
