That other creature can be anything, not necessarily another Legendary. But, it doesn't mean more Legendary creatures are not coming ever, it's possible that we get more in the future :)

Tarantulas and scorpions aren't insects either. All three of these creatures are arachnids, but the Venus flytrap doesn't eat the crab specifically because it's big.
