Of course she is lip synching - Top of The Pops and most European music shows used to insist on it with artists so the audience could hear the recorded song and be more tempted to buy the single as it was shown on the show. A bit weird I know but if you were on Top of The Pops it was almost a necessity that you were to lip sync. There were a few exceptions when the band refused but TOTP never endorsed singing live as their true intention was to sell singles as it was heard on the radio.
