Well changes in rules is a normal part of any administrative process it was also desirable from a very longer period of time. We would have taken it as a welcome step but unfortunately it is not. It also raises many questions among others the motives of GAD under central Government's agent L.G. 1. Why the rules are being applied retrospectively. Instead the GAD would have made recommendations for the future. 2. Why the precious time of students (of more than one year) was wasted by the GAD & JKPSC. Why these rules were not made earlier? I mean the JKPSC has even notified the lists of shortlisted candidates. Were they sleeping when JKPSC advertised these posts more than a year ago and they are now asking JKPSC to withdraw these posts. Is this just to the students who are already waiting for the interview? Is this not their psychological and mental harassment leave alone the economic loss i.e. the money they wasted on pursuing the M. Phil & PhD Degrees. 3. A person who waste 2 years for doing M. Phil and 5 years in PhD. How he/she can be treated like a P.G. Student? Why the academics are given such a low weightage? Many questions like these can be raised but one is more pertinent and i think makes sense if we keep in mind the upcoming political dynamics. J&K is going to witness elections soon. Most probably the ruling party is trying to increase the number of the applicants; so these grateful applicants may vote them in the upcoming elections as they had done previously in the case of EWS. It is like they are trying to distribute "one pomegranate (few jobs) among many sick (increasing unemployed youth)" instead of increasing the amount of pomegranates they are increasing the number of sick. They Know that it is beyond their capacity to increase the number of pomegranates (Jobs) in future that is why they are doing such cheap political stunts. What a Shame!

1 am in full agreement with Mr Sonu Bhgat,s comments.He has logically explained all pros & cons of new Rules. No doubt these rules are in line & in spirit with UGC norms much required earlier.But implementing these rules retrospectively will be gross injustices with the aspirants who have applied a year back and are likely to face interview. It will be in fitness of things to implement & give a prospective effect to the new rules.This will definitely save the aspirants from a possible mental harrasment.I hope the concerned authorities will review and give a second thought to these rules much to the satisfaction of earlier aspirants.

These posts are not like IAS. So, why there is General study, Indian polity etc. Syllabus is given. Assistant Professor is specialist/ expert in his or her own subject. So, there should be only subject related syllabus.

Very bad decision by Govt. One who spends 5 years will get 3 points (NO values of NET/JRf). In the previous requirement 20 marks in the interview but now it is 15 marks. So, I think there is no effect on the transparency of the requirements. I have already filled out two times for the Post of API and paid the required fee both times, now it's the third time I am supposed to fill out the form. Govt. collect only revenue from the aspirants. Both times there is no addition of posts only 5 to 6 posts readvertise there is no recommendation for the increase of posts. We have 172 colleges in our UT so how could it be possible to requirements of 6 posts for all colleges.

One who puts his/er entire self in earning a PhD degree while abandoning quite important things of their life would better know the pain of having this sort of change in recruitment process. Bad mouthed people will just utter wtever comes in their pit hole sized brain. They never know because they haven't invested even a single year of their life in it. It is only by fluke that they have so called JRFs which is entirely useless. I bet they can't even crack the pre PhD course work exam. Doing a PhD, here in India is a tough job to do. Have a glance on research papers published by scholars from universities like UOH, PU, DU, Jadavpur University and so on. As i said, one who is in progress would better know than the one who is at halt from the very start because their brains are dead while they criticize every single thing of their existence.
