Yes, I think I did black & clear for that marble. For decals, I've always used them the next day (letting them dry overnight) - I think they'd get brittle if they were left for too long although maybe there's a way around that.

No, you don't want it to dry unless you're looking to make a decal out of it - you want to draw the design while the polish is wet and dip your nail as soon as you're done drawing.
For the macaw nails, I cannot get any clear polish to disperse like that. It dries and is not workable as soon as it hits water. Ive tried new polish, thinned, thick and older clear polish. None of it works like that. What gives?

are you using room temperature filtered water? My room is usually in the mid-70's, and I'd say warmer is better than cooler. Tap water may also work depending on where you live, it just depends how hard it is

Clear polish can be surprisingly difficult to marble with - I actually often use a matte and I think I did with that mani if memory serves

yes - I think I may have used a matte because that often works well in the water. The exact polish is listed with the full tutorial
