So no conclusion follows!
In the statement "There is a talk of cabinet reshuffle....", so it is not certain as it is only a talk if it was a firm decision or announcement for cabinet reshuffle then we could say Conc. 1 to be correct? Anyone with a different explantion?

I agree with you..conc 1 is wrong...And since RSBY means Rashtriya Swasth Bima Yojna by Govt, so concl 2 would be true bcuz the hospitals are not getting money from the govt side ..
