Yea, it's Celestia choose , and the archons probably only feel whether this person fits their ideals by receiving the same element as they have, not knowing who they are.

the archons don’t, it’s celestia. The archons have no say in who’s gets visions
@@luvrr4everthey do, they can stop them going out (proved by the Inazuma story quest), but they can’t actually choose who they go to. I believe that they see the desire/the reason the vision is being given but not who it goes to!
@@luvrr4ever There are actually a few theories and nothing is confirmed, especially sense people though that celesta gave them but it actually seeming less probable as we get more information. That’s cuz all theories about this were based off an ei voice line, but ei isn’t even the official archon in celesta’s eyes, Makito was, so no one’s really sure
