I wouldn't say it has any specific name - a hand drawn, flickering, graphic style - very modern but with a homage to the classic genres of animation. I've animated a few commercials like that, myself.
I don't know if it has a formal name. The intentional graniness and subdued colors it seems are trying to suggest a simpler time. Pre-Disney, not Mickey but Felix the Cat.

This commercial ran at least a decade before the "CEO-ship" of Oscar Munoz, under whose leadership the "David Dao, MD" scandal you refer to (see en.wikipedia.org/wiki/United_Express_Flight_3411_incident) took place. Reading up further, I find myself wondering who on the Directorate protected Munoz from being fired in 2017.
