Shipping aside, they're one of the best duo in mha imo. They're really great together. Not just intelectually equal, they can read eo easily, and have great mutual trust. They're also ride or die typical partners.
I remember watching season 2 stain arc, way back when it was airing, and I burst into laughter when Todoroki just received 1(one) message from Midoriya that only included a location, and took off in that direction mid-conversation with Endeavour

You’re forgetting Bakugo and Kirishima. You don’t get many characters who can humble the cocky rival in anime (other than the MC) so Kirishima is golden.
The thing is Todoroki always listens to Midoriya and lets him take the lead. He does not question Midoriya’s leadership and Midoriya trusts Todoroki to get everything done
I like how most of his flawless communication is with Midoriya only, it just shows how much he values and trusts his first and true friend, and how Midoriya himself is just a great friend to have.
When Todoroki finally learns to creates icy slush, the whole town will be blessed. (Black ice is dangerous for civilians, but icy slush almost turns into icy rubor. That or he'll freeze under his feet, release extreme heat, causing small explosions.) But yeah, ain't no boss ganna except "an ice wall is blocking my way to work, on 1st, 3rd, an 7th street"
