They just went with a stray pixel since its easier than making a specific slight alteration to the wings and still goes in line of the reference. So yes, all male Torchic have beauty marks on their butts.

And seeing their genitals somehow?) however as an amateur it can be near impossible to tell them apart before their signature traits start forming.
