He might use Canva. It's a free thumbnail editor where you can add text to any photo with a cool font. I don't know how he puts the colors around it though. Hopefully this helped!

I believe most are custom painted army and Jurassic vehicles with InGen watermarks you can add. You can find InGen and Jurassic park watermark stickers on eBay
