Hello. Can you explain how to use the 7474 IC instead of the 4013 IC? I cannot get the 4013 IC in my area. I used the 7474 IC instead and also changed all the pinouts accordingly but when I turn it on all the LEDs glow very lightly and none of the buttons seem to work.
Design a system having four users and a host Host will ask a question and a timer f 15 sec will get start. All the users will have a buzzer button to reply to that question. The moment any first user reply, counter will stop, and no other user can reply. A 7-segment display will show the i user number and a green led will gets on. If counter overflows and users failed to reply in the allocated duration, a red light will glow with a buzzer,
hey, i know to want to if i use 9v DC battery, is that going to make any problem ? And also, i am facing a problem that is every switch of led works even after after one specific switch pressed.

I hope your circuit connection is correct. Now, please check your power supply. Some power supply has noise. 4013 doesn't work if noise is there. So connect a electrolyte capacitor (100uF) across the positive and negative. Supply 6v instead of 5v. Now the circuit should work. By the way, try my 8 player quiz circuit. That circuit is easy and doesn't have this kind of error.
Are there issues with the the 4013 D Flip-Flop IC? I see some mentions of issues in the comments but I haven't found official documentation on it. I have tried making this circuit based on your design, can get the LEDs to light up, but have no control over the LEDs in the circuit with the buttons. They come on by themselves, sometimes a few stay on, some times they turn off, it all appears a bit random. Sometimes the reset button will work for LEDs 2 3, and 4. Some times it does not. I am powering the breadboards with only a 5V 3A power supply and have added a electrolytic capacitor (16V 100uF). Could this behavior be attributable to being underpowered? Or maybe the IC's I have are counterfeit or bad?

Ok no problem with 6v but you can have 6.5 volt with LM317T. Now, if you are getting problem with ic 4013, then try with ic 7474, this is also dual D-flip flop ic. Or watch my 8 channel quiz buzzer circuit, that circuit is more easier than this, th-cam.com/video/mljXSRayRuA/w-d-xo.html
I think this circuit is getting external noise from the power supply. Try to remove the noise by using capacitor or use 6v DC battery for this circuit, this will work.
If you press the two switches at a time and if the time difference is approximately less than 140 nS, then either two LEDs will glow or will not glow any of them. 140 nS because it has some propagation delay. Yes, you can make it auto reset by using 555 timer in mono-stable mode. You have to connect its pin 3 to the reset switch of this circuit.
